Country Director – Clinton Foundation, India
Situation

Clinton Global Initiative is a non-partisan catalyst for action, bringing together global leaders including heads of state, non-profit organizations, charities, and business leaders to discuss challenges facing the world today and devise and implement innovative solutions to some of the world’s most pressing challenges.

The Clinton Foundation HIV/AIDS Initiative (CHAI) was started by US President William Jefferson Clinton in 2002 to make treatment for HIV/AIDS more affordable and to implement large-scale integrated care, treatment, and prevention programs. The foundation is active in 56 countries across the world. Its efforts have brought about reduction in the prices of AIDS drugs, testing reagents and machines by 50% to 90% thus enabling the patients in developing countries to better afford the cost of the treatment.

Project Objectives

In India the Foundation started work in 2004 and has major assignments to train 1,50,000 physicians and 25,000 nurses across the country in dealing with HIV patients, driving pediatrics initiatives covering each HIV+ child, monitoring & evaluation for improving efficiency of execution, supplying and commissioning 13 CD4 machines etc.


Actions Taken

Working as Country Director, Vinay Singhal was responsible for guiding the activities of the Clinton Foundation to the time bound targets, while at the same time maintaining relationships with the Central and State governments. Vinay also had the direct responsibility for international liaison. The Foundation works very closely with National Aids Control Organization (NACO) and the challenge lies to give private sector results while working with the public system. Though very young, the Foundation has aggressive goals and the Budget for 2007 exceeds $ 13 million, the largest for 56 countries where the Foundation has presence. The Foundation envisages opening State offices in six states this year to drive State specific programs.


Results
  • Strengthening Laboratories: Achieved reduction in Reagent cost from $19 to $4 per test.

  • Strengthening Training Programs: Trained 150,000 nurses and 25,000 physicians.

  • Pediatric Initiative: Voluntary Counseling and HIV/ AIDS testing.

  • Capacity Building: Supporting 23 staff for NACO to assist in the scale-up of the national program.

  • Technical Support to NACO: : Participating in major Technical Review / Expert Committees to implement Laboratory testing & monitoring guidelines, Antiretroviral therapy (ART) & Opportunistic Infection Guidelines and Pediatric treatment guidelines.

  • Planning support to NACO: Supported NACO in framing the care & treatment program for the next 5 years as part of the NACP III planning committee. Plan Budget - $2.5 billion.

    Project Objectives

    Fortis Healthcare has the objective of building a chain of super specialty globally benchmarked Hospitals, Medical Centers and HMCs, all linked with an extensive network of Information Technology.

    Reporting to the Board of Directors, the CEO position included nurturing hospital projects from inception including raising funds, project execution, designing the brand strategy and executing to meet growth targets.


    Actions Taken

    As Chief Executive Officer, Vinay Singhal led the team that developed the first Super Specialty Hospital - a state of the art 250 bed Cardiac Center with a capital cost of Rs. 1.5 billion. It provides globally benchmarked facilities and has a technical affiliation with one of the finest clinical systems of USA – Massachusetts General and Brigham’s & Women’s Hospitals. The hospital has a filmless and paperless working through an extensive IT network of Hospital Information System and PACS.

    Fortis is working towards expansion of the delivery system by building new Tertiary and Secondary hospitals. It has an ambitious target of spending Rs. 10 billion over a period of next five years. Four more hospitals are under various stages of execution.


    Results
  • · The Cardiac hospital was commissioned in a record period of 18 months (the usual norm being 36 months). There was no cost over run. The hospital, which was awarded the Best Design Award by the American Institute of Architecture in 1999, has the following facilities:

    • A Multi-specialty Medical Centre with day care facilities.

    • Out patient care to fulfill the local demands.

    • NABL certified path lab.

    • State of art blood bank.

    • State of Art Operation Theatres with laminar flow with shadow less lighting.

    • A 24 hours Emergency Ambulance service.

    • A dedicated Emergency & Trauma centre.

    • Mohali's only 24hr Chemist Shop.

    • Free home collection of Pathology Samples.

  • Managed the effective selling of this green field healthcare project to Financial Institutions. Effectively raised the Project Financing at the lowest possible cost.

  • Global standards were implemented in infrastructure, medical equipment and hospital design. The hospital won the 1999 “Best Design” award by American Institute of Architects.

  • The entire design and execution of the project demonstrated a deep knowledge and insight of the functioning of the global Healthcare industry.

  • Participated actively in preparation of McKinsey-CII study of Healthcare industry in India.

    Country Representative – Partners Healthcare Systems (PHS)
    Situation

    Partners HealthCare, located in Boston, is an integrated health system founded by Brigham and Women's Hospital and Massachusetts General Hospital in 1994. In addition to its two academic medical centers, the Partners HealthCare System also includes community hospitals, specialty hospitals, community health centers, a physician network, home health and long-term care services, and other health-related entities.

    Partners HealthCare is one of the nation's leading biomedical research organizations and a principal teaching affiliate of Harvard Medical School. Partners HealthCare is a non-profit organization.

    Project Objectives

    Partner’s objectives in India are threefold:

    • Contribute to a better quality of healthcare in India.

    • Enhance Partners international reputation in one of the largest and most important emerging markets.

    • Generate income to support Partners missions in patient care, teaching and research.

    Actions Taken

    SJV Consultants was engaged by PHS to gather information and provide advice about the Indian health care market and help guide the development of Partner’s business and marketing strategies for India and the region. As the Indian health care market evolved, SJV Consultants provided monthly strategy reviews to PHS.

    Over the past two years, SJV Consultants has helped PHS gain a strong foothold in the Indian healthcare market by facilitating and negotiating associations with leading health care providers. SJV Consultants has managed and built relationships with various government organizations.


    Results
  • Provided country representation to manage the affiliation between Fortis Healthcare and PHS over a period of 5 years. The affiliation centered around clinical protocols related to cardiac care, criteria for accreditation, training of non physician staff and recommendations concerning critical medical equipment.

  • Led the efforts to develop an affiliation between PHS and SRM Institute of Technology (SRM) to support its efforts to expand from 350 beds to 750 beds. Main areas include Trauma Services, Nursing Assessment, Clinical Observerships in Boston and visits by PHS physicians in various clinical disciplines.

  • Developed an affiliation between Sir Ganga Ram Hospital (SGRH) and Partners. The main objective is to enable SGRH to accelerate the development of high quality clinical services by providing short term career enhancing clinical observerships in Boston for its medical and nursing staff.

  • Currently developing a relationship with one of India’s largest business groups to develop a world class hospital facility in Mumbai with technical and other clinical support from PHS.

  • · Developing an association between PHS and Delhi’s largest medical facility to enable an exchange of technical and other clinical expertise.

    Nanotechnology Park – Strategy and Business Development
    Situation

    Nanobiosym was founded to create breakthrough scientific insights and revolutionary technologies that emerge from the holistic integration of physics, nanotechnology and biomedicine. The firm is currently developing nanobiotechnology platforms that address global healthcare needs.

    The founder of Nanobiosym has been ranked by MIT’s Technology Review as one of the top 35 science and technology innovators under 35 years of age. Her work has been recognized by prestigious funding awards from the United States Department of Defense and US Department of Energy.

    Nanobiosym has developed core technology that will enable highly accurate detection of DNA or RNA based pathogens within minutes. The firm is looking to develop a Nanotechnology Park in India around this core technology.

    • Develop a relationship with Central and State governments in India to identify and negotiate an appropriate location for the Park.

    • Lead relationship building efforts with private investors and strategic vendors.

    • Negotiate Memorandum of Understanding (MOU) with government organizations.

    • Develop cost estimates for initial development of land.

    • Act as primary liaison in India for negotiations and presenting the business case.

    Actions Taken

    • Initiated primary discussions and meetings with the highest levels of government with various states. Presented the business case.

    • Helped organize and run a workshop with strategic vendors for the project.

    • Assisted with land assessment and developed cost estimates for development.

    • Helped in developing a Detailed Project Report (DPR) for the firm.

    • Helped in arranging legal project support for the technology park in India .

    Results
    • SJV Consultants continues to be the India consultants to spearhead the unique public – private partnership approach to developing the Nanobiosym Park in India .
